Staff Attorney

POSITION SUMMARY 

Community Catalyst is a national not-for-profit consumer advocacy organization working to build a health justice movement. We seek a Staff Attorney to provide a broad range of policy-based legal and technical assistance within a subset of Community Catalyst’s projects:  (1) the Special Needs Plan (SNP) Project, and (2) the Hospital Accountability Project.  The SNP Project is aimed at educating and involving consumer organizations in the development and implementation of the Special Needs Plan (SNP) provisions of the Medicare Modernization Act.  The Hospital Accountability Project will help create, and provide assistance to, fifteen state legal-consumer collaborations that will implement a plan aimed at benefiting individuals and families who are underinsured.

Responsibilities: 

The Staff Attorney works with the Project Director in the overall planning, policy decisions and operations of the SNP and Hospital Accountability Projects.  In addition, the Staff Attorney has the following specific responsibilities:    

· Assist in developing and administering subgrantee program;

· Provide technical assistance in developing the proposals of potential state and local partners;

· Provide and coordinate policy and legal consultation services to specific state and local partners;

· Conduct policy and legal research and prepare materials for state and local partners;

· Assist in designing public education and training materials and conducting training for collaborating with state/local groups;

· Prepare and deliver oral and written testimony in regulatory and legislative settings;

· Communicate with legislators, regulators, other policy makers and the media;

· Assist in the development of and dissemination of project materials, including writing and maintaining fresh content for the website;

· Build and maintain communication systems between and among state and local partners;

· Oversee maintenance of project databases;

· Represent the projects at conferences, meetings and presentations;

· Participate in Project team meetings, conference calls and other organizational meetings;

· Assist with writing and editing of funding proposals and grant reports; and

· Out-of-state travel.

 

QUALIFICATIONS

 · JD

· At least two years of relevant legal, policy, communications and/or organizing experience.

· Ability to grasp and analyze substantive, often complex, health policy and political information.

· Strong communication skills, including negotiation and public speaking.  Ability to present substantive information in accessible ways.

· Strong interpersonal skills; ability to establish and maintain relationships with national and state non-profit organizations and other collaborators.

· Knowledge of health care system preferred.

· Commitment to social justice.

· Well-developed writing and analytical skills. Ability to write for both legal and lay audiences, and to translate complex legal and health care concepts into understandable language.

· Able to juggle multiple tasks at once and meet tight deadlines.

· Strong proficiency with standard software including word processing, spreadsheet, presentation and databases, and Internet research (including Westlaw, Lexis, etc.).

· Bilingual/bicultural background a plus.

 Salary Range:

$45,000 - $50,000 depending on experience
